The certificate of inheritance can be applied for by the legal heirs. These include:

📌 Where do I apply for a certificate of inheritance?
The certificate of inheritance can be applied for in two ways:

At the notary (if all heirs are Turkish citizens and the lineage is clear),

At the Peace Court (Sulh Hukuk Mahkemesi) (in more complex cases or when heirs are foreign nationals).
